Q2: Even with admin access, if users are unable to add packages, elements, and diagrams in the EA model, what could be the cause?

Answer

The issue occurred due to the "Required User Lock to Edit" option is enabled in EA Application.

Resolution

When this option is active, users are required to apply personal locks to elements and packages before making edits to models and packages.

If you do not require this functionality, we recommend disabling the option. Once disabled, you'll be able to add packages and edit models without the need for user locks.

Q3: Does the user have to apply user lock to edit elements in EA and Prolaborate if the ‘Require User Lock to Edit mode’ feature is enabled in EA?

Answer

Yes, If the "Require User Lock to Edit" mode is enabled, the model will indeed become read-only, and all elements will be locked. Users won't be able to edit anything unless they explicitly check out the object with a user lock.
